JAKARTA, NNC - The Ministry of Transportation is preparing efforts to handle traffic congestion on the Jakarta-Cikampek (Japek) toll road. Due to the development of several National Strategic Projects in the Jakarta-Cikampek toll road, such as the construction of elevated toll road, the Jakarta-Bandung High-Speed Railway and Jabodebek (Greater Jakarta) LRT, there has been an increase in traffic congestion on the toll road so far.
"Today an integrated coordination meeting was held to prepare an action plan for handling traffic congestion at the Jakarta-Cikampek toll road led by the Director General of Land Transportation. The meeting was attended by several stakeholders such as, Director General of Road Works, Head of Toll Road Management Agency, President Director of PT Jasa Marga, representative from the Ministry of Public Works, Ministry of Transportation, Traffic Corp, Toll Road Business Entity, Construction Management Supervision Team, and National Strategic Project Implementer Contractors," said Head of Communications of the Ministry of Transportation Hengki in a press release received in Jakarta on Monday (11/12/2018).
Hengki said the Director General of Land Transportation along with the ranks had held an initial meeting, discussing three main steps in handling congestion on the Jakarta-Cikampek toll road. The three steps are Handling and impact of Over Dimension and Over Load (ODOL) vehicles, Evaluation of traffic handling policy packages, and Operations of freight transport vehicles.
"These three steps are then discussed more deeply at the integrated coordination meeting today," said Hengki, while revealing several steps that would be prepared by the government as a result of the integrated meeting are some road engineering.
"First, carrying out traffic engineering. Among other things, operational arrangements for freight transportation from 5 am to 10 am, extension of areas for odd-even traffic rule application in the Tambun Toll Gate with compensation of the provision of Premium Transjabodetabek Buses, and tightening rules for toll lane use, for example, lanes 1 and 2 are intended for buses and trucks with group III to V, while lanes 3 and 4 are for class I and II vehicles," he explained.
Then, the second step is the enforcement against ODOL trucks that traverse the Jakarta-Cikampek toll road, in the form of increasing the frequency of surveillance operations on ODOL trucks, ticketing, reductions in loads and moving overloaded trucks out from toll roads with fees charged to truck operators or owners.
"To assist supervision, a Weight in Motion (WIM) device will be installed at the Toll Gates to detect an overloaded vehicle. Supervision is also carried out on truck vehicles that stop on the roadside of the JORR E2 toll road and the vehicles will be checked for [document] completeness," he explained.
The third step is socialization to the community regarding the time period of the project. The socialization will be carried out by the Construction Management Consultant. This consultant is tasked with integrating work activities, methods of carrying out work, communicating activities that risk disrupting traffic such as material mobilization, heavy equipment, and bridge girder.
"Surely the results of this meeting will be discussed with various parties such as observers, academics and community representatives. For a full explanation regarding the results of the integrated meeting of the Jakarta-Cikampek toll road congestion handling, it will be delivered on Wednesday," he said.
