JAKARTA, NETRALNEWS.COM - Not many people know that in Parratusan Hamlet, Manalu Dolok Village, Parmonangan District, North Tapanuli Regency, North Sumatra, there is a power plant named the Parmonangan-1 Mini Hydro Power Plant (PLTM). The mini hydro power plant has capacity of 2x4.5 megawatts (MW).
PLTM Parmonangan-1, managed by PT Seluma Clean Energy, has proudly obtained an ISO 9001:2015 Certificate at the Labersa Toba Hotel on August 13, 2020, after being declared as qualified by the Indonesian ACM Certification Institute.
PLTM Parmonangan-1 also received an Occupational Health and Safety Management System Certificate (SMK3) after being declared to have met the PT Sapta Mutu Utama Certification Institute requirements with a Satisfactory value on July 11, 2020. PLTM Parmonangan-1 is the first mini hydro power plant in North Tapanuli Regency to receive ISO 9001:2015 and SMK3 certificates.
Halasan Sitorus, Plant Manager at PLTM Parmonangan-1, said they have implemented work with the ISO 9001:2015 quality management system since April, 2019. On August 13, 2020, PLTM Parmonangan-1 finally obtained the ISO certificate after being audited by a competent institution.
"To obtain ISO, we must first implement the quality management system that adheres to ISO standards. Once that is achieved, the next phase is to carry out external audit. The audit results would show whether we have qualified for ISO certification," Halasan said to Netralnews when interviewed over the telephone on Friday (08/14/2020).
Halasan admitted that he and his team was nervous at the beginning, as they had never engaged with a system that had many of these provisions. Gradually, the employees of PLTM Parmonangan-1 were sent for training to various institutions in the effort to obtain competent human capitals in their respective specialty fields.
"Eighty percent of the human resources are from the surrounding communities and rural residents. For these people, the path of their education is different from city people who have facilities. However, through training, they are eventually able to and get used to implementing the ISO 9001:2015 system, and from there, we are confident to be audited," he explained.
Halasan expects that with a company management system that applies ISO 9001:2015 standards, the company will progress forward even more, especially in terms of operations. Moreover, the operation of PLTM Parmonangan-1 is 24 hours, so it is hoped that the company can also improve the quality on an ongoing basis.
"We now have one customer, PLN. We hope that by implementing ISO 9001:2015, our power plant services for PLN will run smoothly and with the parameters according to PLN's wishes," Halasan said.
He continued that PLTM Parmonangan-1 is also committed to providing excellent service, in this case electrical energy to PLN and the community. This commitment was conveyed despite the Covid-19 pandemic.
This commitment is conveyed as PLTM Parmonangan-1 realizes that the company plays a role in providing electricity. For example, in the past, to provide electricity to Manalu Dolok Village and its surroundings, PLN had to distribute electricity from a substation in Tarutung, which is about 50 kilometers away. After the operating of PLTM Parmonangan-1, the time effectiveness of electricity distribution has been helped, and electricity from the mini hydro power plant can now be enjoyed by the local community.
"We also carry out regular CSR which is rolled out in accordance with the agreement. For example, at one period, there was a need for agricultural equipment. Now, due to the pandemic, people have asked for basic necessities, and we provide basic foodstuffs," Halasan added.
On another occasion, Dinno Saptana, HR Manager of PT Seluma Clean Energy, said he was touched and proud of this achievement. As a mentor for the HR of PLTM Parmonangan-1, he knows very well the seriousness and the struggle to obtain an ISO 9001:2015 certificate, which was not an easy task, as the company had to conduct training, raise awareness, and open up the minds of its employees regarding ISO 9001:2015.
"The power plant is located in Parmonangan, closer to the forest area, and is on a confined area. The daily life of the surrounding communities is farming. Moreover, communication is also a little difficult, so that access to the 'outside world' is rather difficult. However, there lies the challenge, which is to open the minds of the human resources so they can progress and reach company targets," Dinno explained.
He admitted that obtaining the ISO 9001:2015 and SMK3 certificates was one of the road maps that have been compiled jointly with the Management and President Director of PT Seluma Clean Energy Robin Sunyoto. This achievement is one of the pride and efforts of the company in becoming the leader among other power plants.
Therefore, it is not surprising that the company has also compiled a road map until 2025. Dinno said the company targets obtaining Zero Accident Award in 2021, ISO 14000 certificate on environmental management standards by 2022, Eco Green award by 2023, 50001 certificate on energy management system by 2024, as well as the Subroto Award by 2025.
"We are preparing a road map as an effort to become a leading company that can exist internationally, and Go International in the field of renewable energy," Dinno said.
