JAKARTA, NETRALNEWS.COM - Entering the third quarter of 2020, the Indonesian government continues its efforts to reduce the burden on people affected by the Covid-19 pandemic. Most recently, the government has prepared Rice Social Assistance and Cash Social Assistance programs.
Welcoming President Joko Widodo's hopes, Social Affairs Minister Juliari P Batubara said the Rice Social Assistance program is expected to meet some of the basic needs of the community. Moreover, the Cash Social Assistance is expected to increase purchasing power and become an effective leverage against the wheels of the economy, especially in the third quarter of 2020.
"As directed by the President, the ministry is expected to encourage programs that leverage the economy. Rice social assistance/aid (bansos) can help reduce some of the economic burden on the community. And Cash Social Assistance is expected to encourage public spending, which means it will help drive the economy," he said on Monday (08/10/2020).
The Minister of Social Affairs said the Rice Social Aid will be distributed to Beneficiary Families (KPM) participating in the Keluarga Harapan Program (PKH). The total target in this program is 10 million KPMs.
Meanwhile, Cash Social Assistance is distributed to as many as 9 million participants of the Basic Food Program (BPNT) who did not receive PKH, with cash worth IDR 500,000/KPM in one channel.
"For social assistance, rice is distributed weighing 15 kg of rice/month/KPM for three months. For Social Assistance, one channel of cash is IDR500,000/KPM," Juliari said.
Later on, the Cash Social Assistance will be channeled through Himbara member banks, especially for KPM who already have a Prosperous Family Card (KKS). Channels are also made through the Post Office as well as direct channels. Meanwhile, the distribution of the Rice Social Assistance is planned to be carried out by Perum Bulog.
"The budget to prepare Rice Social Aid to 10 million KPMs is IDR5.41 trillion. Meanwhile, the budget for the 9 million cash assistance recipients is IDR 4.5 trillion," the Minister explained.
In line with the President's direction to encourage economic movement, the Ministry of Social Affairs also continues to push for budget realization.
"A good budget performance, one of the indicators is high absorption or realization. Alhamdulillah (Thank God), the Ministry of Social Affairs it has achieved the highest budget realization among 5 ministries/institutions with the largest budgets," said Minister of Social Affairs Juliari.
The Ministry of Social Affairs Budget Ceiling for the fiscal year of 2020 is IDR 62.77 trillion. To support assignments in the field of social protection programs, the Ministry of Social Affairs receives an additional amount so that the Ministry of Social Affairs budget becomes IDR 104.4 trillion, then increased again to IDR 124.76 trillion, and currently is IDR 134.008 trillion.
With a jumbo budget, the Ministry of Social Affairs can still manage it well. Based on the budget realization in the five Ministries with the biggest budgets, as of 10 August 2020, the Ministry of Social Affairs is still firmly in the first rank with the realization of 55.74%. The five Ministries of Pagu Besar recorded an average realization of 46.32%.
"We are paying serious attention to President Joko Widodo's direction to the ministers in order to increase budget realization. Thus it is hoped that it can help support people's purchasing power and move the wheels of the economy," he said.
