JAKARTA, NETRALNEWS.COM - Commission VIII of the Indonesia House of Representatives fully supports the budget proposals submitted by each Echelon I work unit (UKE) of the Ministry of Social Affairs. In this hearing (RDP), the Ministry of Social Affairs' proposed budget was discussed, in which the 2021 Fiscal year Budget Ceiling reaches IDR 92,817,590,291,000.
In his presentation and introduction to the RDP, Secretary General of the Ministry of Social Affairs Hartono Laras said the 2021 Budget Ceiling of IDR 92.817 trillion, the largest budget allocation is still focused on national priorities in the social protection program, reaching IDR 91,005,985,946,000 or 98.04%, while the remaining budget is for management support.
"From the budget for social protection of IDR 91,005,985,946,000 or 98.04%, it is spread over each Echelon I work unit," said Secretary General Hartono Laras during the work meeting in the Commission VIII Room, which was attended by the Inspector Generals, all Director Generals and Heads of BP3S, on Monday (09/14/2020).
Present on this occasion were all Echelon I officials and Ministry of Social Affairs Echelon II officials concerned. The work meeting was led by Deputy Chairman TB Ace Hasan Syadzili, and also attended by the Chairperson of Commission VIII Yandri Susanto, Deputy Chairperson of Commission VIII Iksan Yunus, with members of Commission VIII who attended on a limited basis, and other members of Commission VIII attended the meeting via an online application from their respective places.
In their explanation, each heads of the Work Unit (UKE) I explained the allocation and use of the budget, which is reflected in responding to the impact of the Covid-19 pandemic and strengthening delayed programs. For example, the Directorate General for the Management of the Poor (PFM) will set aside a budget budget for the Social Cash Assistance program for 10 million KPM in 2021, in addition to the basic food card program.
Meanwhile, for the Directorate General of Social and Political Sciences to continue the Keluarga Harapan Program and increase the scope of the PKH component, for the Directorate General of Social Rehabilitation, strengthen Social Rehabilitation Assistance at UPT which handles 5 target clusters and infrastructure for the Balai Rrehsos, for the Directorate General of Social Empowerment will redesign the kube into a program social entrepreneurship (ProKus) and puskesos.
Meanwhile, BP3S, in 2021 will begin construction of the Bandung Poltekesos building which has been prepared starting 2018 and the Inspectorate General will increase supervision and program assistance including follow-up on the results of supervision.
Furthermore, the Secretary General stated, the Ministry of Social Affairs gave important attention to the management of Integrated Social Welfare Data (DTKS). In the 2021 FY Budget Ceiling, an allocation of IDR 1,355,917,176,000 is allocated for the Management of Social Welfare Data, Systems & Information Technology, as part of the improvement of the DTKS.
In the management of DTKS, in 2021, the Ministry of Social Affairs targets the poor / vulnerable in the DTKS to experience an increase in coverage, namely to be 60% of the people with the lowest income. "The percentage is equivalent to 41,697,344 households, or 162,003,487 people," continued the Secretary General.
The suggestion to improve the DTKS received wide support from all members of Commission VIII. With the good quality of the DTKS, it is believed that it will increase the accuracy of aid targeting and program effectiveness.
In another part, the Directorate General of PFM explained about social assistance that will still be sustainable to respond to the impact of the pandemic in 2021. DG PFM will still distribute Bansos Cash with a target recipient of 10 million, KPM, in 34 provinces, including in Jakarta.

In closing the meeting, Deputy Chairman Tb. Ace Hasan Syadzili stated that Commission VIII approved the budget proposal for each UKE Echelon I unit of the Ministry of Social Affairs.
