Social Affairs Ministry Discloses First-Year Budget Performance (netralnews)

JAKARTA, NETRALNEWS.COM - Indonesia Minister of Social Affairs Juliari P Batubara has appreciated the achievement of the Ministry of Social Affairs budget usage that reached 86.74 percent. Approaching the last three months of 2020, the Minister of Social Affairs motivated his staff to continue to maintain, improve the performance, and complete all programs, particularly the social assistance programs.

Minister Juliari assessed that the performance achievements cannot be separated from the solidarity and strong commitment of the Ministry of Social Affairs staff and personnel. Regarding this, the Ministry of Social Affairs explained the Realization and Achievement of Performance at the Ministry of Social Affairs office, Cawang Kencana Building, in Jakarta, on Tuesday (10/27/2020).

On that occasion, Secretary General Hartono Laras said that with a budget ceiling of IDR134.008 trillion, the realization of the Ministry of Social Affairs' budget reached IDR112.178 trillion, or at 83.71 percent. This achievement also feels special because it has entered the first year of Juliari P Batubara's reign as Minister of Social Affairs.

The Secretary General said that with the achievement of this realization, the Ministry of Social Affairs has again solidified its position as the ministry with the highest budget spending among other ministries and agencies.

"In accordance with the direction of the Minister of Social Affairs, we will continue to maintain and improve this performance. What is no less important is that the Ministry of Social Affairs budget realization is higher than the national average realization of 68.11 percent," the Secretary General said at the press conference.

Of the various types of expenditure, the realization of social assistance expenditure was 87.86 percent, personnel expenditure was 74.18 percent, goods expenditure was at 63.11 percent, deconcentration authority was at 59.35 percent, and co-administration authority was at 53.48 percent.

On this occasion, Director General for the Management of the Poor (PFM) Asep Sasa Purnama conveyed the achievements of social assistance in the PFM environment. In the Non-Cash Food Assistance (BPNT) social assistance program with a target of 20 million KPMs, 78.6 percent of the budget cap of IDR43.1 trillion has been realized.

Cash Social Assistance (BST) with a recipient of nine million KPMs, with a budget of IDR32.4 trillion, the spending has reached 96.50 percent. PFM also handles BPNT KPM Cash Social Assistance/Non-PKH Staple Food Program, with a target of nine million KPMs with an index of IDR 500,000/KPM per channel.

"With a budget of IDR4.5 trillion, the realization has reached 100%. In general, the realization of social assistance within PFM is 84.56 percent," Asep Purnama said.

Then on the same occasion, the Director General of Social Protection and Security Pepen Nazaruddin reported that the Directorate General of Social Security handled social assistance for the Keluarga Harapan Program (PKH), with a target of ten million KPMs and a budget of IDR36.8 trillion.

The Jabotabek (Greater Jakarta) Staple Food Assistance program has a target of 1.9 million KPMs amd a budget of IDR6.8 trillion. "Both PKH and the Greater Jakarta Staple Food Social Assistance Program have reached 100 percent realization. For the Greater Jakarta Staple Food Social Assistance, Phase X has been completed, and is now entering Phase XI," he said.

No less important is the progress of the Rice Social Assistance (BSB) channel, with a target of 10 million KPMs. The aid value is 15kg/KPM/month (for three months: August-October 2020).

"With a budget of IDR4.5 trillion, BSB has reached 98.38 percent," said the Director General of Social Empowerment Edi Suharto in the press conference.

Previously, Chairperson of Commission VIII at the House of Representatives Yandri Susanto praised the Ministry of Social Affairs' budget performance. Under the leadership of Juliari P Batubara, the Ministry of Social Affairs' budget spending was the highest among other ministries/agencies, and was right on target.

"I appreciate the performance of the Ministry of Social Affairs over the past year. Its performance is good. It is marked by high budget usage and timely distribution," said Yandri.

The Ministry of Social Affairs Budget Ceiling for fiscal year 2020 continues to increase from IDR62.7 trillion, experiencing a growth to IDR104.4 trillion, IDR 124 trillion, and most recently increased again to IDR134.008 trillion.

Even though it continues to increase and reach the highest realization, budget management at the Ministry of Social Affairs adheres to the principles of transparent and accountable budget governance.
