The Blues, in the past year, have been linked with the England international, who is considered one of the most potential young players in Europe since playing in Germany.
Sancho, who is 19 years old, joined the Bundesliga team from Manchester City in 2017, and has scored 31 goals and contributed 36 assists in 90 games.
Sancho's relationship with the Dortmund manager has started to become strained this season, which has sparked rumors that he is ready to return to England.
However, Chelsea are not the only team that wants to get sign the player, as they must also compete with Manchester United and Liverpool.
Terry believes Chelsea must do their best to persuade him to Stamford Bridge, since he will develop with young Blues players such as Tammy Abraham and Mason Mount.
"I think the young players have shown their potential," Terry said to Frank Khalid the latest Chelsea academy graduate player, as quoted by Goal.
"We talked at the beginning of the season about players like Tammy and Mason who entered the first team and showed that they were able to play. "I think Sancho is one of the best young players in the world at the moment, so he will be a good addition to the Chelsea squad."
"That will make us better, but we have other academy players like Billy Gilmours, Tammy, Mason, Reece (James), it's endless right? There are so many positive things this season."
This season, Chelsea have relied on their academy players after the club was banned from transfer activities in the summe. They have then navigated the transfer ban last summer.
