Social Affairs Ministry's Aid Expected to Strengthen Public Purchase Power

JAKARTA, NETRALNEWS.COM - Indonesian President Joko Widodo said that restrictions on community activities were unavoidable in order to reduce the spreading of Covid-19. However, in line with the mobility restrictions, the government distributed various aids to ease the burden on the affected people.
The government allocates a budget for social protection of IDR 55.21 trillion. In the field of social security, the Ministry of Social Affairs distributes Cash Social Assistance (BST), Keluarga Harapan Program (PKH), and Non-Cash Food Assistance (BPNT)/Staple Goods Cards. Social security programs in other ministries and institutions are Village Cash Direct Assistance, internet quota assistance, and electricity subsidies.
On a different occasion, Minister of Social Affairs Tri Rismaharini said PKH, BPNT/Staple Goods Cards and BST are existing social assistance. Namely a program that has been running before the Emergency Community Activity Restriction (PPKM) policy.
In particular, PKH is felt to bring broad and meaningful benefits to Beneficiary Receivers (KPM), even though the target is 10 million KPM.

"Those who receive assistance are greater. There are 33,674,865 people who feel the benefits of PKH. The value of the aid is also quite large. The hope is that it can help the community in the midst of a pandemic," said Social Affairs Minister Risma in Jakarta, in a written statement received by Netralnews, on Thursday (07/22/2021).
This can happen because in PKH there are three components, namely health, education and social welfare components. The health component consists of pregnant/postpartum/breastfeeding women and children under five. The education component consists of elementary/equivalent, junior high/equivalent, and high school/equivalent students. Then the social welfare component consists of the elderly and people with disabilities.
"That they (KPM PKH) can get more than one. Yes, if there are pregnant women and toddlers, they can get two help. The amount depends on the components in the family," said Social Minister Risma.
The assistance index in the PKH is set for pregnant/postpartum/breastfeeding women (limited to second pregnancy) of IDR 3 million/year. Early childhood (age 0-6 years, limited to two children) IDR 3 million/year.Elementary school education / equivalent and active in school Rp900 thousand / year. Children with junior high school education/equivalent and active in school Rp. 1.5 million/year. High school students/equivalent and active in school Rp2 million/year.
Families with elderly (over 70 years old, maximum one person) is IDR 2.4 million/year. Persons with severe disabilities (maximum one person) is IDR 2.4 million/year. "So, the index or the amount of aid could be bigger," continued Social Affairs Minister Risma.
Another social assistance program, namely BPNT/Staple Goods Card, has set a target of 18.8 million KPM with an index of IDR200,000/KPM/month and BST of 10 million KPM with an index of IDR200,000/KPM/month.
The budget for PKH is IDR 28.3 trillion, and BPNT/Sembako Cards of IDR 42.3 trillion are distributed through the Association of State-Owned Banks (Himbara). Then for BST, a budget of Rp. 15.1 trillion was distributed by PT Pos Indonesia.
"The Ministry of Social Affairs also disbursed BST for 10 million KPM for 2 months, namely May-June, which was disbursed in July. Then for 18.8 million KPM BPNT/Staple Goods Cards, they received an additional two or two months, namely in July and August. So they seemed to receive 14 month," explained the Minister of Social Affairs.
The latest social assistance program is a policy to provide assistance to 5.9 million Beneficiary Families (KPM). For this purpose, the Ministry of Social Affairs has allocated a budget of IDR7.08 trillion.
"They are completely new. The data is from the local government. The assistance is IDR200,000/KPM during July-December 2021," said Social Minister Risma at a press conference with the media in Surabaya (07/20).
In addition, a new policy launched in order to reduce the burden on the community along with Emergency PPKM is the distribution of rice. The Ministry of Social Affairs partners with Perum Bulog in distributing rice weighing 10 kg/KPM for 10 million KPM PKH, for 10 million KPM BST, and 8.8 million KPM Non-Cash Food Assistance (BPNT)/Non-PKH Basic Food Cards.
"Those who distribute are Perum Bulog, the Ministry of Social Affairs only send recipient data to the Ministry of Finance," said the Minister of Social Affairs.
The Ministry of Social Affairs also distributed 5 kg of rice assistance specifically for informal sector workers affected by the pandemic in Java-Bali, namely the Emergency PPKM implementation zone. The recipients are food stall owners, street vendors, motorcycle taxi drivers, casual workers, day laborers, contract employees, and so on, who cannot work due to activity restrictions.
For this purpose, the Ministry of Social Affairs has prepared a total of 2,010 tons of rice. A total of 122 district/city governments received 3,000 packages of rice each (per package weighing 5 kg) and 6,000 packages (per package weighing 5 kg) for the six provincial capitals.
